The real question is if gandalf didn;’t want to lure forces of evil why did he made loud fireworks show.
I highly doubt that that’s the real question.
Just like ‘What About a Catapult?’ but without the funny.
If, when he first met Frodo, Gandalf had summoned the Lord of the Eagles and had him take Frodo directly to Mount Doom, the whole thing would have been over in about 5 pages, and thousands of imaginary characters would still be ‘alive’. But then there wouldn’t have been a book.
