I assume that's how they cover the $50 every 2 year update rebate, by charging you for it in your 2 year contract. I find it aggravating that I barely use about a quarter of my available monthly minutes, yet can not get a smaller contract that better matches my usage. Also that I've got to pay an additional monthly fee to get texting and internet when I've got such a high unused portion of my plan. Ah… But you don't get anything for free, even via contract. I recently let my contract expire and my bill mysteriously went down $2 a month. I assume that's how they cover the $50 every 2 year update rebate, by charging you for it in your 2 year contract.
