Yes, the star trek fight scene is bad, but no, that's not a phaser on Kirk's belt. This is from "The Arena", episode 19, in which Kirk and the captain of a Gorn vessel are forced to fight to the death for the lives of their crew. The device that each combatant wears is a communication / translator device that allows them to talk to each other.
