It might sound like a stereotype, but I know many people that study Computer Science with GPA of almost 10.00, and they don't even know what DBMS is, or how to perform simple mathematical operation in C, etc. You are absolutely right when you say that anyone with exceptional memory can pass the MS exams. I can freely say that she will be average or bellow-average in real-life situations.
